Housing Authority of the City of Hope Responds to OMB Freeze on Federal Spending

Hope, Arkansas - January 29, 2025 - The Housing Authority of the City of Hope (HACOH) is responding to the recent freeze on federal spending instituted by the Office of Management and Budget (OMB).
Despite this challenge, HACOH remains committed to ensuring seamless continuity of its essential services and operations. The Authority is utilizing its existing reserves to sustain the continuity of services for both Public Housing residents and HUD Multi-Family residents (Kelly Homes).
Importantly, HACOH wants to reassure the public that Section 8 Housing Assistance Payments (HAP) will be disbursed in February. Section 8 tenants are also expected to pay their share of the rent on time, as outlined in their HAP contract. Landlords cannot evict tenants because of the Authority's non-payment during this time.
However, the OMB freeze has temporarily halted all capital projects and improvements until access to the ELOCCS system is reinstated. HACOH will provide updates as more information is received from the White House, OMB, and the U.S. Department of Housing and Urban Development (HUD).
"We understand the concern and uncertainty that this situation may bring, but we want to reassure our residents and the community that HACOH remains operational and dedicated to providing essential services," said Zach Hicks, Interim Executive Director of HACOH. "We are utilizing our reserves to ensure continuity of operations and will continue to work with our partners to navigate this challenge."
HACOH encourages residents and landlords to stay informed and contact the Authority with any questions or concerns. The Authority will provide regular updates as the situation develops.
